Dr. Nannette Crowell, a Board Certified Ophthalmologist, established her solo ophthalmology practice in Sedro Woolley in 1985, which has grown steadily into the current Cascadia Eye.
After attending Walla Walla College and completing her undergraduate degree in dietetics at Loma Linda University, Dr. Crowell continued at Loma Linda University for medical school, internship, and ophthalmology residency. Although a very good surgeon herself, Dr. Crowell found her real passion was in connecting with her patients on a one-to-one level during her routine exams, medical eye visits, and follow-ups. She chose to leave surgery behind, and instead found other gifted surgeons – who loved what they did – to join the practice with her. This choice to focus solely on long-term care has paid off for her; she has treated loyal patients for over 25 years, including watching young ones grow up into adults, and finds these “lifetime” relationships to be the most rewarding part of her practice.
Among her expertise in a variety of medical eye issues, Dr. Crowell has a special interest in the treatment of dry eye syndromes. She also supervises the medical grade skin care treatments of our aesthetic clinic, Science Based Beauty, and performs medical BOTOX® injections. She is available for exams and consultations in all three Cascadia Eye clinics.

Dr. C. Dan Siapco

Dr. C. Dan Siapco joined Cascadia Eye in 2003, and rapidly gained a reputation in Skagit Valley as the doctor to choose for cataract surgery, winning the award from Northwest Business Monthly for “Best Northwest Doctors in Skagit Valley” after only a few short years here. Dr. Siapco is a board-certified ophthalmologist. He graduated from Loma Linda University School of Medicine, interned at Sacred Heart Medical Center in Spokane, and did his ophthalmology residency at the University of Pittsburgh.
Dr. Siapco serves as the Medical Director of the Eye Associates Surgery Center and is instrumental in making sure Cascadia Eye always has the best technology available. Dr. Siapco has performed well over 7000 cataract surgeries. He has extensive experience with presbyopia-correcting intraocular lenses, including the Acrysof ReSTOR and Tecnis Multifocal.  He is also very excited to offer the new SymFony presbyopia-correcting intraocular lens to his patients undergoing cataract surgery.  Dr. Siapco is available for exams and consultations in our Sedro Woolley, Stanwood, and Mount Vernon locations and provides surgical and laser treatments in our surgery center in Mount Vernon.

Dr. Carlindo Pereira

Dr. Carlindo da Reitz Pereira graduated from medical school in South Africa in 1995, and practiced as a family physician in South Africa and Canada for many years. He later came to the United States for ophthalmology training, and graduated from ophthalmology residency at Loma Linda University, California in 2004.
After teaching ophthalmology residents for five years and serving as Chief of Ophthalmology at the VA Hospital in Loma Linda, he completed subspecialty training in refractive and cornea surgery with Dr. Francis Price in 2009. He is Board Certified by the American Board of Ophthalmology and certified in the IntraLase and WaveLight lasers for refractive surgery.
With his experience, training, and especially his gentle, caring nature, Dr. Carlindo Pereira has been a welcome addition to Cascadia Eye since he joined in 2010. His attention to detail, soft-spoken manner and patience make people feel comfortable and relaxed. Dr. Pereira especially enjoys performing state-of-the-art cataract surgery, including using premium lenses when appropriate, in order to achieve the highest quality of vision possible. His precise, patient and unhurried approach to surgery is soothing to his patients.
Dr. Pereira has been on medical mission trips and is also active in charity surgical care for locals in need. He and his wife, Jeni-Joy, have three young daughters and love the outdoors, especially camping, and enjoy all the spectacular hiking that the Northwest has to offer

Dr. Jeffery Adkins

Dr. Jeffery Adkins joined us in August 2017. He practices comprehensive ophthalmology, having received his medical degree from the University of Kentucky Medical College and completed his ophthalmology residency at The Ohio State University. While in medical school, Dr. Adkins received the Ophthalmology Research Award, which is awarded to an outstanding medical student ophthalmology researcher at the University of Kentucky. Prior to his medical career, he had a degree in Chemical Engineering from the University of Kentucky College of Engineering.
Dr. Adkins’ expertise is well-established — he has served for multiple years as an ophthalmology consultant for law firms. Additionally he will provide a new facet to retinal care, with injection procedures that can save people from going blind with macular degeneration. He also provides contact lens fittings, and all-ages medical and routine eye care. He brings his comprehensive eye knowledge to our Anacortes and Whidbey Island clinics, where he sees patients for routine and medical exams.
Dr. Adkins lives in Anacortes with his wife and two children and enjoys camping, hiking, and bicycling with his family. He also enjoys shooting sports and holds a black belt in martial arts. In addition, he is an Eagle Scout and has been the proud leader of Tiger Cub Scout Den 5 in Pack 97. He is passionate about preventing deaths from metabolic disease such as diabetes, and is an advocate of healthy living and wellness for the whole body.

Dr. Jean Kassem

Dr. Jean Kassem specializes in ophthalmic plastics — caring for the lids of the eye and the delicate surrounding facial skin. He also performs orbital surgery and reconstructive surgery, as well as specializing in neuro-ophthalmology. He is board-certified. Dr. Kassem received his medical degree at Ruprecht Karl University of Heidelberg in Heidelberg, Germany. He then completed his Ophthalmology residency at Tulane University Medical Center in New Orleans, LA.
Following the ophthalmology residency, Dr. Kassem completed a two-year double fellowship in neuro-ophthalmology, orbital disease, and oculoplastic and reconstructive surgery at The Ohio State University Wexner Medical Center in Columbus, OH. He also served as assistant professor of ophthalmology.
Dr. Kassem sees patients in Bellingham, but comes to our Mt. Vernon clinic weekly to offer consultations and surgeries related to oculoplastics, including fixing droopy eyelids lids and other medical and cosmetic enhancement concerns of the skin around the eye. Cascadia Eye is pleased to offer his expertise in these specialized areas to our local patients.
Dr. Kassem lives in Bellingham. Fluent in both English and German, he is widely traveled and enjoys engaging with other cultures around the world. His hobbies also include diving, sailing, snowboarding, weight lifting, and photography.

Dr. K. David Epley

Dr. K. David Epley is our pediatric ophthalmologist and adult strabismus specialist. His gentle nature and friendly persona have already made him a favorite with both our staff and patients, especially the children. In addition, his daily work with muscle imbalances makes him an excellent resource for adult patients with eye muscle disorders that require special care, such as double vision. He sees patients in our Mount Vernon clinic (just across from Skagit Pediatrics) two Fridays a month.
Dr. Epley is a native of the Northwest , attending Whitman College for his undergraduate degree and Oregon Health Science University for his medical degree. He performed his internal medicine internship at Emanuel and Good Samaritan Hospitals in Portland, OR. His residency was done at The Krieger Eye Institute in Baltimore, MD from 1994-1997, where he acted as Chief Resident from 1996-1997. He then went on to St. Louis Children’s Hospital for a fellowship in pediatric ophthalmology.
Currently, in addition to his pediatric eye care services here, he sees children and adults with strabismus at Children’s Eye Care, PLLC in Kirkland, WA. He is affiliated with Swedish Hospital, Children’s Hospital, Evergreen Hospital and Skagit Valley Hospital. He is a diplomat of the American Board of Ophthalmology, 2003-2004 President of Washington Association of Eye Physicians and Surgeons, a trustee-at-large of the American Association of Pediatric Ophthalmology and Strabismus.

Dr. Maria VanNurden

Dr. Maria VanNurden received her optometry degree from the Pacific University College of Optometry in Oregon. She went on to get a Master’s degree in Clinical Optometry in order to teach others. Because of this, she is not only very knowledgeable in her chosen profession, but also provides expert in-house training for our technicians.
Maria truly enjoys one-on-one interactions with her patients. Her focus is on primary eye care services for the entire family, with an emphasis on disease and disease management. She is also an expert in difficult or custom contact lens fittings and specialty lenses. She provides eye exams, fits contact lenses and glasses, and has the support of her associates in ophthalmology and sub-specialties for consultation and referral. She also works closely with the surgeons here at Cascadia Eye, providing post-operative care for their patients. With over 16 years’ experience, Dr. VanNurden’s knowledge and service skills have served her well, and she credits her success to staff training and utilizing a team approach to eye care.
Dr. VanNurden loves animals and has been involved as an animal advocate. She is also a music enthusiast, enjoying everything from opera to dubstep, as well as being an accomplished musician in her own right – her talent with the French horn earned her a scholarship in college.

Dr. Jared Rasmussen

Dr. Rasmussen received his optometry degree with honors from Pacific University College of Optometry. During school, he focused his training on ocular disease and post-operative care by completing rotations at the Jonathan M. Wainwright memorial VA Medical Center and two different surgery centers. Following graduation, he completed a residency at Gallup Indian Medical Center in New Mexico where he gained valuable experience in managing complex ocular disease cases, traumatic injuries, as well as hard and soft contact lens fitting.
Dr. Rasmussen is originally from Nyssa, Oregon. Following graduation from high school, he spent two years in Brazil on a church mission and still speaks Portuguese fluently. Upon returning from Brazil he received his bachelor’s degree from Boise State University. Dr. Rasmussen is married and has three boys. In his free time, he enjoys spending time with his family outdoors in the beautiful Pacific Northwest, serving in his church, and playing/watching sports of all kinds.

Dr. James Santoro

Dr. James Santoro has practiced optometry since 1983, bringing those years of experience to Cascadia Eye in early 2018. He received his degree from Pacific University College of Optometry in Forest Grove, OR. Later, he also received a JD law degree at the Seattle University School of Law, but decided to return to optometry afterward. He has received multiple OD awards of excellence over the course of his career, as well as winning the Ciba Contact Lens competition in 2005. Most recently, he has served as a guest contributor for both the Everett Herald and the local radio on eye-related issues.
Dr. Santoro practices primary medical care for eyes, including all-ages comprehensive eye exams, contact lens fittings and exams, diabetic eye exams, dry eye treatment, and treatment of other eye diseases and infections, including glaucoma and cataract evaluations. He is also experienced in post-operative care for eye surgery patients. His depth and breadth of knowledge make him ideal for covering all aspects of eye care in our Bellingham location.
Dr. Santoro has volunteered with a Lions Club Vision Center in the past, and is a current member of the WA State Society of Healthcare Attorneys. When Dr. Santoro is not seeing patients, you will find him on the golf course perfecting his golf game. He also enjoys listening to and playing music, and armchair coaching the Mariners and the Seahawks. Dr. Santoro grew up in Seattle, and currently lives in the Bellingham area with his family.

Dr. Steven Turpin

Dr. Turpin is a 2017 graduate of Pacific University College of Optometry in Forest Grove, Oregon. He graduated with distinction and received a number of different honors including the Gas Permeable Lens Institute Award for Clinic Excellence in the field of gas permeable lenses. After graduation, Dr. Turpin completed his residency at Pacific University specializing in Cornea and Contact Lenses. He is experienced in fitting soft, GP, scleral, hybrid, multifocal, prosthetic, and orthokeratology lenses. Dr. Turpin also has a strong background in cataract co-management and ocular disease treatment.
In addition to the clinical aspect of his work, Dr. Turpin has a passion for research, earning his Master’s in Vision Science concurrently with his optometric degree. His areas of interest include myopia prevention and control in children, use of tinted lenses in migraine sufferers and patients with traumatic brain injury, and specialty contact lens design. Dr. Turpin is also a regular contributor to newgradoptometry.com, where he creates content to help young doctors become better clinicians.
Originally from Gillette, Wyoming, he spent his youth participating in recreational sports and Boy Scouts. He continued his sports career through high school and into college as a track and field athlete competing in the pole vault at Indiana University in Bloomington, Indiana where he earned a Bachelor’s Degree in Biology. These days, Dr. Turpin enjoys weight lifting, mountain bike riding, reading and visiting his family in Phoenix, Arizona.

Dr. Roslyn Howell

Dr. Roslyn Howell received her Doctor of Optometry degree (OD), with honors, from Pacific University College of Optometry in Forest Grove, OR. She completed her residency at Northeastern State University in Oklahoma, concentrating on ocular disease but with experience in all facets of optometry. At that time, she also had sole responsibility for emergency room (ER) calls from Cherokee Nation Hastings Hospital every month. Previously, she completed an ocular disease rotation at Spokane Veterans Affairs, gaining experience in geriatric care, particularly macular degeneration, glaucoma, and diabetic care. She was awarded the VSP Scholarship for Excellence in Primary Care in 2013, and she was a member of the optometric honors society throughout her optometry education.
Her years of experience in fitting soft, gas-permeable, and specialty contact lenses (including teaching contact lens fitting to optometric students), as well as her concentration in managing ocular disease provide Dr. Howell with a well-rounded knowledge base that makes her an ideal fit at Cascadia Eye, which is dedicated to addressing every aspect of vision care. She sees patients for routine, contact lens, and medical eye exams in our Mount Vernon, Stanwood, and Anacortes locations.
Originally from Victoria, BC, Dr. Howell enjoys hiking, skiing, and kayaking in the Pacific Northwest with her husband and her dog. She actively participates in optometry humanitarian missions, and she has visited Ghana and Thailand through VOSH and Unite for Sight as part of her lifetime commitment to service.

For those patients needing glasses or contact lenses, we offer a complete optical department. We carry a wide selection of high fashion eyewear and designer frames.
Comprehensive Vision and Eye Health Examinations
Regular eye exams are an invaluable tool in maintaining healthy eyes by detecting and preventing disease.  Some diseases develop slowly without causing pain or vision loss. Early detection of any problems can reduce the risk of further harm and allow for a choice of treatment options. The entire exam process can take an hour depending on the complexity of the problem. Each patient will be evaluated with a refraction, slit lamp, intraocular pressure and a retinal exam. 

Pediatric Eye Care
We take pride in maintaining the vision of our younger patients in an environment that is lighthearted and fun. We want to insure the good sight, vision, and eye health for the rest of your child's life and take a preventative approach to his/her general health and eye health. We will work with your child's primary care physician to help keep his/her eyes healthy. It is important that all of our pediatric patients have healthy and efficient visual systems to help make visual demands of learning in school easier and fun. 

Contact Lens Exams and Fittings 
Thanks to the advances in optical technology, almost everyone is a candidate for contact lens use. This includes patients with astigmatism and also those who prefer bifocal or multifocal lenses. At our office, we offer a comprehensive array of contact lenses to suit each individual patient's needs. We offer daily disposables, extended wear soft lenses to gas permeable contact lenses. We offer regular and custom lens services for both healthy and difficult to fit patients.
